Duties & Role:
• Characterise BLOS AP use cases in accordance with the BRIPES service delivery concept and define configuration baselines.
• Prepare and maintain technical documentation covering STANAG 5066 protocol stack parameters and configurations for BRASS Enhancement 1 services.
• Analyse interoperability across different implementations and editions of STANAG 4538 and STANAG 5066.
• Identify configuration dependencies arising from different STANAG editions, vendor implementations and national approaches.
• Optimise configuration baselines based on identified performance criteria.
• Maintain version control and configuration management of engineering documentation and technical artefacts.
• Develop testing approaches and validation plans for BRASS Enhancement 1 services.
• Set up and operate test environments using modems, HF channel simulators, NCIA reference systems, laboratory equipment and, where required, over-the-air transmission.
• Perform interoperability and conformance testing of STANAG 5066 and IP over HF interfacing modules.
• Analyse test results, identify interoperability issues and configuration inconsistencies, and recommend corrective actions.
• Develop and maintain Service Instructions for BRIPES, including formal messaging, e-mail, chat and web services.
• Ensure Service Instructions remain aligned with validated configurations, technical documentation and NATO standards.
• Perform engineering assessments of service configurations and implementation approaches.
• Analyse interoperability challenges relating to STANAG editions, vendor-specific implementations and national deployment environments.
• Provide engineering recommendations to support harmonised BRASS Enhancement 1 implementation across NATO Nations.
• Support technical coordination with NCIA, NATO organisations, participating Nations and other stakeholders.
• Participate in technical meetings, workshops, demonstrations, experimentation activities, validation activities and engineering reviews.
• Prepare technical reports, engineering analyses, implementation guidance, briefings and supporting documentation.
• Support sprint planning, execution and review activities, including the preparation of Sprint Plans and delivery of agreed sprint outputs.
• Monitor delivery progress, technical risks, dependencies and issues and provide regular updates to NCIA.
• Identify opportunities for engineering optimisation and interoperability improvements.
• Track corrective and preventive technical actions through to completion.
• Prepare Sprint Performance Reports and monthly Service Performance Reports.
• Support KPI reporting, governance activities and service performance reviews.
• Promptly escalate risks, issues, dependencies or circumstances that may affect delivery, quality or technical compliance.
• Travel to NATO locations when required for testing, demonstrations, experimentation and other authorised business activities.

Requirements:
• University Degree in Telecommunications, Electronics, Computer Engineering, Information Technology or a related field with at least 2 years of post-related experience; or Higher Vocational Training with at least 5 years of post-related experience.
• Minimum 2 years of practical experience in engineering, implementation, configuration or support of military or secure communications systems.
• Solid technical background and proven experience in technical management relating to IP over HF services based on STANAG 5066.
• Demonstrated knowledge of STANAG 5066 Editions 3 and 4, including its protocol stack, implementation and interoperability considerations.
• Knowledge of standards associated with IP over HF services, including STANAG 4538 and STANAG 4539.
• Knowledge of commercial and/or open-source application clients interfacing with STANAG 5066, including ACP127, STANAG 4406 Annex E, ACP142, e-mail, chat and web services.
• Experience developing STANAG 5066-based testbeds and test setups using different configurations and modes of operation.
• Experience performing interoperability testing using STANAG 5066 testbeds, including coordination of test scenarios and interoperability analysis.
• Knowledge and understanding of STANAG 5066 use cases within the NATO Maritime Forces domain.
• Strong knowledge of IP networking principles, communication protocols and network architectures.
• Experience preparing technical documentation, engineering specifications, implementation guidance or Service Instructions for communication systems.
• Experience testing, validating and troubleshooting communication systems and implementing corrective actions.
• Good understanding of interoperability principles, configuration management and engineering practices within multinational or multi-vendor environments.
• Familiarity with NATO communications standards, STANAGs and secure communications architectures.
• Solid understanding of NATO operational standards, procedures and communication protocols.
• Experience supporting engineering activities involving military communications, technical documentation, interoperability or communication service implementation.
• Strong analytical and problem-solving skills applied to technical assessments, interoperability analysis, testing and validation.
• English language proficiency at minimum C1 level, with excellent written and verbal communication skills and the ability to produce high-quality technical reports for NATO circulation.
• Strong communication and interpersonal skills, with the ability to explain complex technical and interoperability concepts clearly.
• Ability to work independently with minimal supervision and effectively within a team.
• Ability to engage with stakeholders, identify technical issues and recommend practical engineering solutions.
• Valid NATO SECRET Personal Security Clearance for the duration of the Period of Performance.
• Desirable: Experience developing or supporting engineering test environments and interoperability testing activities.
• Desirable: Experience working in NATO or multinational military environments.
• Desirable: Experience with laboratory environments, reference systems or engineering test platforms.
• Desirable: Experience coordinating technical activities with multiple stakeholders, including technical meetings, workshops or multinational working groups.
• Desirable: Experience consolidating technical information from multiple sources into engineering documentation and technical reports.
• Desirable: Knowledge of NATO and NCIA structures, roles and organisational context.
